9,000 residents of Assam applied for duplicate Madhyamik admit cards for exam held before 1973: WBBSE

The West Bengal Board of Secondary Education has received around 9,000 applications from residents of Assam for issuing duplicate admit cards of the secondary examination conducted before 1973, WBBSE president Kalyanmoy Ganguly said Wednesday.

The admit card of the secondary examination is an important document as the date of birth of an examinee is mentioned in it. The state Education Department had forwarded the applications for the duplicate admit cards to the WBBSE since July 2018, he said.

“So far, we have issued and despatched admit cards to 6,000 applicants, who actually hailed from Tripura and later migrated to Assam. They had passed the Madhyamik Pariksha (secondary examination) under the WBBSE before 1973.”

Ganguly further added that they are in the process of screening the rest of the applications on a “war footing”. To a question, he said he did not wish to comment whether the developments were linked with the alleged exclusion of the names of lakhs of Bengalis from the complete draft of the National Register of Citizens (NRC) in Assam.

Ganguly said that those who have applied for the duplicate admit cards may have lost the original document. The publication of the complete draft of the NRC in Assam had triggered a controversy after over 40 lakh names were excluded from it.

What point should prepare for a meeting with your child’s teacher

Let us first try to understand what is parent teacher meeting exactly is ?

The definition of parent teacher meetings. According to Wikipedia, a parent-teacher conference, parent-teacher interview, parent-teacher night or parents’ evening, is a short meeting or conference between the parents and teachers of students to discuss a child’s progress at school and find solutions to academic or behavioural problems if any.

As the definition states, a parent teacher meeting is essentially held so that the teacher can meet the parents personally and share feedback on their child’s performance for a particular period. The teacher shares positive points, areas where parents need to focus on to improve performance, suggestions on the child’s passion and ways to help pursue them.

Most parents fear going for a parent teacher meeting as they feel anxious about their child’s progress and expect the worst. Remember that if you are invited to a conference, it doesn’t mean your child is in trouble! You and the teacher both want the very best for the child. You can help your child by working together as a team.

Few tips parents can follow when going for a parent teacher meeting:

Before the PTA meeting:

Speak to you child about school.

Check with them whether they are enjoying school.

Make a list of things you would like to talk about with the teacher.

Check with your child if there is anything specific they would like the parent to discuss with the teacher.

During the PTA meeting:

Be on time.
Ask the important questions first.
Be a good listener and listen to the feedback the teacher is giving.
Parents should be open to the teacher’s feedback as he or she only has the best intention. Parents should not be on the defensive about their child.
Ask the teacher ways in which they can help their child improve at home.
Always thank the teacher for the efforts they take to help the child learn in the best way possible.

After the PTA meeting:

Speak to your child and share the positive feedback received.
Congratulate them on their achievements.
Share the feedback shared by the teacher.
Share the roadmap you and their teacher has defined for them.
Keep in touch with the teacher occasionally.
At the end of the day, parents should not compare their child’s performance to that of another student. Children learn differently and while some are auditory, others may be visual or kin-aesthetic learners; it is important for parents to understand this and teach them accordingly. This will help the kids learn faster and information will be retained for a long time.

Bihar cabinet approves 2% increase in DA, takes total to 9%

The Bihar cabinet on Tuesday (23th Oct)  increased the dearness allowance of state government employees, pensioners and family pensioners by two per cent. They would now get a total DA of nine per cent in place of the existing seven per cent, cabinet secretariat department Principal Secretary Sanjay Kumar said.

The enhanced DA would be given to the employees with effect from July 1 this year, Kumar told reporters here in a post-cabinet briefing. This would be applicable to those employees, pensioners and family pensioners who are getting revised pay scales, the Principal Secretary said adding that the revision of DA would have an additional burden of Rs 419 crore on the state exchequer annually.

In another important decision, the cabinet gave its nod to convening winter session of the bicameral state legislature in Bihar from November 26. The cabinet approved Parliamentary Affairs department’s tentative schedule for a week-long winter session, Kumar said adding that there will be five sittings between November 26 and 30.

The decision in this regard was taken at a cabinet meeting chaired by Chief Minister Nitish Kumar, he said. The cabinet has altogether approved 25 proposals. Among other significant decisions, it also gave its nod for getting ITDC, New Delhi run hotel “Patliputra Ashok” at Patna transferred to Bihar State Tourism Development Corporation (BSTDC) on the payment of Rs 13.005 crore to the former, Kumar said.

The hotel is spread over 1.5 acres of land located in the heart of the capital, official sources said. The 1.5 acres of land belonging to state’s Revenue and Land Reforms Department located at the prime location was given to Centre’s Tourism ministry on a lease with certain terms and conditions on May 26, 1973, Bihar Deputy CM Sushil Kumar Modi had said earlier.

It was also incorporated as the condition that the state government would take back its land by giving three months to the lessee (Tourism Ministry), Modi had said adding that the Central government is going to disinvestment in ITDC run hotels that included “Patliputra Ashok”. The cabinet also gave its nod for transfer of 37 acres and 24 decimal land to education department for construction of buildings and other facilities for Purnea University, Purnea, he said.

It also sanctioned Rs 38.38 crore for carrying out the acquisition of 33 acres of land for setting up an IT park in ‘Mega Industrial Park’ at Bihta (in Patna district), Principal Secretary said. The cabinet also gave its nod five proposals of Road Construction Department for carrying out strengthening, upgrading, constructing culverts on five different state highways in different areas of the state, Kumar said.

JNU won’t adopt Central Civil Services rules for teachers

The recommendation by Jawaharlal Nehru University’s Academic Council to adopt Central Civil Services (CCS) rules for teachers was Monday set aside by the university’s Executive Council (EC), which has decided to set up a committee to frame its own conduct rules.

The JNU Teachers’ Association said it was a “victory” for them, and that the decision was taken because of pressure put on the administration.

“The JNU EC resolved to expedite the process of framing of conduct rules for teaching and non-teaching employees and the Vice-Chancellor underlined the fact that a committee in charge of framing such rules had already been set up. The committee has been entrusted with the task of ‘framing regulations for conduct/disciplinary/service rules for teaching and non-teaching employees of the university for consideration of the EC’. The V-C has also confirmed that no CCS rules have been incorporated in JNU ordinances,” Registrar Pramod Kumar said in a statement.

The JNU administration had earlier defended the implementation of CCS rules, arguing that the JNU EC in 2011, and the UGC in a letter in May, had said the university should follow government of India rules in service matters where its own rules were silent. The CCS rules are applicable on government servants and prohibit them from making anti-government statements and being members of political associations, among other things.

An EC member claimed, “Even though CCS rules were not adopted, the general attitude of the administration remains the same. They have decided to take punitive action against several teachers who they see as dissenters for various things, including not taking attendance or asking leave for conference, etc. The EC also decided to reduce the term of elected representatives in the EC from two years to one year, and has notified elections for them, even though the term of the current elected representatives finishes in a few days.”

JNUTA secretary Sudhir Kumar Suthar said, “We consider it our victory, because the administration was trying to threaten teachers through these rules… The administration should now take back notices sent to teachers citing CCS rules, since they become null and void.” He also said the university should make terms of reference of the committee that has been set up public.

The EC has also decided to set up a ‘satellite campus’ outside the capital.

Delhi: Starting December, 5,800 schools in city to be evaluated

A ‘school evaluation tool’ has been finalised under the Delhi Commission for Protection of Child Rights (DCPCR) towards a comprehensive evaluation survey of schools to prepare a ‘School Development Index’ for the capital.
The survey, which is slotted to commence in December this year, will evaluate approximately 5,800 schools administered, aided and regulated by the Directorate of Education, the three municipal corporations, the New Delhi Municipal Council and Delhi Cantonment Board. The evaluation will be based on three themes — safety and security, teaching and learning, community participation and social integration.
The ‘evaluation tool’ is a document prepared by the Adhyayan Foundation, which breaks these broad themes into assessable criteria. For instance, the areas of enquiry under the theme of safety and security are — hazardous spaces and materials; safety assessment, safe building and furniture; disaster/emergency response; verification of personnel and supervision; preventive measures; monitored entry and exits; awareness of child rights and workplace safety for women; adult support; safe student culture building; medical facility; student health diagnosis and records; cleanliness; mid-day meal; and menstrual hygiene.
Each area of enquiry is further broken into minute criteria, agai
nst which each school will be graded between level one (most room for improvement) to level four (most satisfactory performance). The levels are not relative; each level corresponds with a specified set of parameters.
The DCPCR has clarified that the exercise is not aimed towards penalising schools for shortcomings but enabling them to attain best practices within each criteria. The final report is expected to be ready by May 2019.
